What’s the Difference Between a Tear-Off Vs. Recover?

When we use the term “reroof”, we’re typically referring to a complete tear-off—removing the existing roof system entirely before installing a new one. This process gives us the opportunity to see exactly what’s happening beneath the surface, which is critical when addressing issues like trapped moisture, deteriorated insulation, or poor drainage.

But it’s not always black and white. While some roof replacements go all the way down to the deck, others just remove the top layer of roofing, especially if there are already two roof systems in place (the legal maximum). This is known as a recover, or a “layover.” A recover means we leave the existing roof in place and install a new system over it. No tear-off, no debris, and usually a lower cost. Sounds ideal, right? It can be—if the existing system is in the right condition.

Here’s the thing: building codes only allow for two roof systems, and the condition of the current roof matters. If there’s only one layer and the insulation isn’t heavily saturated, a recover might be the most cost-effective option. But if you’re battling ponding water or drainage problems, a tear-off gives us the flexibility to taper insulation and correct those issues.
